it's cos of stupid idiots who are not disciplined and spoilt market
lah!!!!! i saw some records, got ppl late for 300+ mins a mth
and nvr put back (aka every day late, every day go off on the
dot!!!)
15mins grace is VERY IMPT u know *sob sob sob*
oh..liddat ah..if you count the time I stay back..then I actually
exceed the standard number of working hours despite being late so
often 
and yeah, 15 min very impt esp with the state of the roads and
public transport these days
